    当前社会处于转型期和矛盾多发期。思想多元、利益多样让人们对社会公正的话题更为敏感、更加重视。很多事关公共利益、公民权利的问题,就是因为解决处理时公正性受到质疑,从而激起公众和舆论的强烈反应。社会公正好似一触即发的“引信”,又好像激化矛盾、制造对立的“药引”。为富不仁、强势群体的张狂跋扈,穷者自暴自弃式的肆无忌惮,都在瓦解着制度规范带给社会弥足珍贵的公平公正。重建制度信仰,离不开制度公正执行带来的示范效应。从一件小事、一个案件、一个问题的公正解决做起,在制度建设和贯彻执行中一点一滴地积累对制度的信仰、对规则的尊重,和而不同、各得其所的社会和谐状态就不再是遥不可及的梦想。
