摘要：杭州市正在进行的背街小巷整治改造工程，在从改善居民生活环境的基础上,也考虑到了旅游资源开发的因素。但是在具体的施行中，与前期的构想还是有差距的。本文通过对杭州小巷的价值和工程的影响的分析，以及参考在历史街区改造中的经典案例，探求一条对旅游负面影响最少的开发之路，以得到开发与保护的平衡。

Abstract：The reconstruction of the street and lane in HangZhou is in process. Basis on improving the living environment for residents, the government also thought about the development of tourist resources. But there still so many differents between the fact and the initial project during the actual actualization. This article will analyses the value and the affection of this project, and consult the classical cases of the reconstruction, in order to find the best way of reconstructing, which can achieve the balance between development and protection.
